5961 sits in IANA's Unassigned 5915-5962 range with no service name or assignee. The only convention that touches it is RFB's 5900+display mapping, giving display :61. Everything else here is ad-hoc: an application that grabbed a free port, or a forwarded tunnel endpoint.
